Are safety checks conducted on sea sports operators?

Last Sunday, my family went to East Coast beach and had wanted to rent a kayak from Kayak Seasports Pte Ltd for my husband and 10-year-old daughter.

My husband's identity card was retained by a staff member even though we made a full payment upfront. Furthermore, he did not issue my husband any receipt or acknowledgement voucher to prove that the identity card had been retained. Isn't it unlawful to hold someone else's identity card?

Also, to our astonishment, we found that all the life jackets provided were faulty - the outer coverings were torn exposing the underlying foam, zips were broken and there were no proper fasteners to hold the jacket in place. When we asked for a child's jacket, there was none available. The jacket was far too big for me, let alone a 10-year-old child.

I would like to know whether safety checks are conducted on these sea sports operators. Would the relevant authority please advise what action will be taken on such operators.
